The race notice

1. Organizing Authorities Regatta will be organized by:

1.1 “Baltic Open Regatta” organization

1.3 Yacht club “Auda”

1.4 Rojas Zēģelētāju skola

1.5 Saaremaa Merispordi Selts

2. Rules

2.1 The regatta will be governed by rules as defined in:

• WORLD SAILING Racing Rules of Sailing 2017 – 2020, (RRS)

• World Sailing Offshore Special Regulations 2016 – 2020, category 4

• ORC Rating Systems Rule

• Between 22:00 and 05:00 the RRS Part 2 shall in applicable parts be replaced by the International Regulations for Preventing Collisions at Sea (COLREG) and all boats shall show the required navigational lights

• LAT-LYS 2017 measurement system rules

• TEXEL measurement system rules

• Sailing Instruction of the regatta

2.2 If there is a conflict between languages regarding RRS the English text will take precedence.

2.3 If there is a conflict between Sailing instructions and this Notice of Race, then Sailing Instruction will take precedence.

3. Advertising

3.1 According to Race Committee requirements competitors may be required to display advertising on their boats.

4. Appendixes, Entry Documents, Groups

4.1 The Regatta is open to all boats complying WORLD SAILING Offshore Special Safety regulations, category 4 or higher and have minimum of 3 crew members on board at all times while racing ( including Captain ).

4.2. The person in charge onboard of the boat shall be a member of his/her National Authority or one of its affiliated organizations

4.3 Eligible boats may enter filling in the online registration form at internet page www.regates.lv or sending application form in brief format to e-mail address valters@laivulietas.lv. Official Regatta Entry form must be submitted during registration on 17.07.2016 from 11:00 till 18:00.

4.4 Entry documents

4.4.1 During registration representative of each boat shall present or submit following documents:

• Entry Form;

• Safety equipment Inspection Card of the yacht, which is attached to Notice of Race as appendix

• Declaration of the sails

• Pay in cash or present bank account extract with entry fee payment transferred details

• Liability acceptance form, duly filled out and signed

4.4.2 Each boat shall present original documents:

• valid boat national registration certificate;

• valid ORC Club or ORC i measurement certificate (issued before 10.07.2017) or, valid TEXEL measurement certificate for multihulls or, valid LAT LYS-2017 measurement certificate.

• skipper’s certificate valid for size of the yacht and category of regatta,

• valid third-party liability insurance.

4.5 Valid photo ID is required for all participants during regatta (passport or ID card).

4.6 Participating boats will be divided by Race Committee into following groups: I – ORC II – LYS III – TEXEL

4.6.1 Dividing into groups will be announced on 17.07.2017 by Race Committee and depends on number of entries and scoring coefficient.

4.6.2 Minimum participants for one entry group are 5 yachts

4.6.3 Minimum participants for TEXEL entry group are 4 yachts

4.7 Regatta is open for any type of sailing boats or motorboats for participating into Cruise Class Group. Special regulations for Cruise Class Group are described into Appendix 1.

5. Entry Fees

5.1 Following entry fees apply:

5.1.1 30,00 EUR per each crew member and 40,00 EUR per boat if under 30 feet

5.1.2 30,00 EUR per each crew member and 60,00 EUR per boat if 30 feet or over.

5.1.3 Entry fee for one leg is 10,00 EUR per each crew member and 20,00 EUR per boat.

5.2 Entry fee can be paid - to bank account of “Latvijas Zēģelētāju savienība”, Reg. No. 50008003331, IBAN: LV67HABA000140J035673, A/S SWEDBANK, SWIFT: HABALV22, with note: „Baltic Open regatta - 2017”, name of the yacht or sail number and number of crew entering regatta.

6. Schedule of Regatta

6.1 Latvian open offshore championship 2017 – Baltic Open regatta will take place from 17.07.2017 till 22.07.2016 in the Gulf of Riga waters.

6.2 Registration of the participating yachts will take place: 17.07.2016 from 11.00 till 18.00 in YC Auda.

18.07.2016 Start of the first racing day, ~ 0,5 nm from breakwaters of Riga port, Offshore course 25 – 35 nm. Rīga – Rīga

 

19.07.2016 Start of the second racing day, ~ 0,5 nm from breakwaters of Riga port, Offshore course 60 – 90 nm. Rīga - Roja

 

20.07.2016 Start of the third racing day, ~ 0,5 nm from breakwaters of Roja port, Offshore course 25 – 50 nm. Roja – Ruhnu

 

21.07.2016 Start of the fourth racing day, ~ 0,5 nm from breakwaters of Ruhnu port, Offshore course 25 – 50 nm. Ruhnu – Roomassaare.

 

22.07.2016 Start of the fifth racing day, ~ 0,5 nm from breakwaters of Roomassaare port, Offshore course 15 – 25 nm. Roomassaare – Roomassaare.

19:00 Closing and Prize giving ceremonies

 

6.4 The stages and starting times could be changed. Notice regarding changes will be announced during the skippers meetings and on the official notice boards.

6.5 Skippers meetings will be announced with hoisted signal flag “Lima”

6.6 Five races are scheduled. The championship is valid if at least 1 race is competed.

7. Measurement

7.1 Measurement and inspection will be carried out in YC Auda, 17.07.2016 from 11:00 till 18:00 according to measurement certificate, safety equipment inspection card and declaration of sails.

7.2 A boat or equipment may be inspected by Race Committee at any time from Entry of the boat until Closing ceremony for compliance with measurement certificate, safety equipment Inspection Card and declaration of sails.

8. Sailing Instruction

8.1 Sailing instruction will be available after 11:00 on 17.07.2016 in the Race Office. 8.2 Sailing instruction will be posted on the official notice boards in all harbours where regatta will enter.

9. Scoring

9.1 In all ORC entry groups Performance Line Offshore scoring methods will apply.

9.2 In LYS and Multihull entry groups time-ontime scoring method will apply. Corrected time will be calculated according to LYS or TEXEL scoring coefficient.

9.3 The Low Point scoring system will apply to all entry groups.

9.4 All stages will be counted in overall ranking.

10. Prizes

10.1 Winner of each entry group will be awarded with title of Latvian Offshore Champion 2017

10.2 Winners after each leg will be awarded with Baltic Open Regatta prizes.

10.3 Three best scored boats of each entry group will be awarded with medals of Latvian Offshore Championship.

10.4 Two best scored boats of TEXEL entry group will be awarded if four competitors will race.

11. Moorings in harbours

11.1 All participating boats must be moored in dedicated areas during Regatta.

12. Haul-Out Restrictions

Regatta except if written permission is received from Race Committee.

13. Radio Communications

13.1 Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats.

13.2 Radio communication with Race Committee will be on VHF channel 72.

14. Disclaimer of Liability

14.1 Competitors participate in the regatta entirely at their own risk.

14.2 The organizing authority and Race Committee will not accept any liability for possible collisions, incidents, personal injury or death, material damage in conjunction with or prior to, during, or after the regatta.

Appendix 1

Cruise Class Group Cruise Class Group is open for any kind of sailing boats or motorboats. Entry fee for boat is:

- 30,00 EUR per each crew member and

- 40,00 EUR per boat

All participants of Cruise Class Group are not participating and racing directly into any of legs and are not allowed to disturb any of the racing boats. All participants of this group are allowed to follow the regatta on the water as spectators and into the ports where regatta will enter. All participants of this group are allowed to join social events of the regatta. Any of the participating boats of Cruise Class Group shall be able to accommodate, as per previous agreement with organizing committee, up to two persons delegated by organizers. Captain of the each boat will be approached individually for above mentioned agreement. Cruise Class Group participants may use any kind of power during the trips between the ports.
